“After the events began in the Crimea and eastern Ukraine, was canceled license production and it gave impetus to the fact that many companies have started to restore defense products and dual-use products. Today the legal framework behind the situation that is in Ukraine. We have no equal conditions for economic entities, when we talk about defense complex, “- said Nemilostivy.
He said that private entrepreneurs can not go global, because all action must be coordinated with the State Concern “Ukroboronpromom.” According unmerciful, this situation does not only concern the state reserves the exclusive right to sell weapons, but also kills healthy competition in the market.
“And now to enter the global market, you need to come in” Ukroboronprom “- to a direct competitor with them to coordinate negotiations with him to establish the price. It’s a monopoly. But in our country there is a body which monitors the proliferation of weapons “, – he said.
Honorary Chairman of the Corporation “Ukrinmash” stressed that the system of sales and manufacturing arms, which now exists in Ukraine, already outdated, so it should be changed.
“Our system must change because the current makes it impossible to get our Armed Forces weapons in the shortest possible time and at reasonable prices, and do not allow for the liberalization of foreign trade activities”, – said Nemilostivy.
However, in his opinion, the strategic areas of the defense sector should remain state ownership.

Attending the roundtable advisor to CEO SC “Ukroboronprom” Sergei Teteruk said that the share of private sector in the state defense orders increased. Especially now developed a law that will allow private entrepreneurs to work more closely with the government in the defense sector.
