April 13 “League of defense companies of Ukraine” signed a memorandum of cooperation with the state concern “Ukroboronprom”. We believe that this is a significant achievement that demonstrates the transformation of thinking, including the public sector. We have a situation where the state is moving toward a public-private partnership, even before the law – as yet we do not have the law on public-private partnership in defense manufacturing. I would like to explain the position of the Center for Army, Conversion and Disarmament. We criticized quite significantly upgrading the system, control system of the defense industry in Ukraine, but now we go to such cooperation with government agencies. Why so? Because the system in Ukraine needs substantial transformation: changing needs and legal framework, the structure and management of the defense industry. The center of gravity must be moved to the Cabinet, the executive. But at the same time we understand that the decision on this transformation is the responsibility of the President of Ukraine, and because of the direct perpetrators (which is the command “Ukroboronprom”) it can be described as the art of the possible.

That is, we will say that tasks such as joining efforts, we fill specific projects … I hope that the main result of our efforts will be to create a proper system of upgrading Ukraine Ukrainian troops.
