“The domestic defense industry, in particular the existence of rules and cooperation between public and private producers, regulating relations in modern call between the government and business sector,” the defense “in need of immediate reform” – this opinion in an interview with “OPC” expressed Director of NPP “Athlone Air”, a member of the “League of defense companies of Ukraine” Artem V’yunnyk.

V’yunnyk said that in his opinion as a private entrepreneur, there are three reasons for the drastic and rapid changes in the field of our defense industry.

The first industrialist took clear implementation mechanism for the formation pattern of a certain type of weapons, machinery or equipment, adding that this is how the customer should make the General Staff of the Armed Forces. He cited an example where departmental passed the test unmanned aerial vehicles (UAV) for certain characteristics selected unmanned systems 15-20 different companies and then need to decide the issue purchases – “one set of each company, that operate 15 different systems and teach staff serve them makes no sense”.

The members of the Board of the “League of defense companies of Ukraine” stressed that enterprise workload in the production of one or ten items, almost the same. “It is purely in the production process performed by the state contract is around 30 percent, the rest falls on paper documentation” – said the developer and manufacturer of UAV. In this context, he drew attention to another feature of the present “Under the influence of the anti-corruption campaign unfolded in the media, some leaders of power structures, having the test results, all necessary acts are afraid of their own decide to purchase a particular sample. This was our unmanned complex “Fury” against whom is still no decision of the management of the National Guard. ”

Another reason V’yunnyk reform outlined the need for the manufacturer there is “clear and transparent procurement volume in the long term.”

“Well, and thirdly, in my view, required urgent changes in relations between public authorities and producers working in the defense industry” – said the head of the private defense companies. Arguing its position V’yunnyk noted that, in particular, have specific proposals to the State Export Control Service: implement public consultation for applicants and simplify the mechanism of control. “That is – he explained – to remove the applicant from the obligation itself to make a preliminary identification of the product.”

Interlocutor agency also expressed confidence that the necessary modernization of the legal framework, the right legislatively distinct concepts and principles of interaction between the state and enterprises of all forms of ownership operating in our “defense industry”. In his view, these rules will get rid of unnecessary bureaucracy, saving time and significantly increase our effectiveness in the promotion of products from development to production and delivery to the customer. “So we have to formulate a new philosophy of relations that would meet modern requirements and working to a common result – contributed to our victory over Russian aggressor and deduced a qualitatively new level of the domestic defense industry” – summed industrialist.
