President Petro Poroshenko signed Decree No. 185/2018 «On the decision of the National Security and Defense Council of Ukraine dated June 26, 2018 «On the improvement of the state policy on the provision of the Armed Forces of Ukraine and other military formations by defense production of foreign production, as well as assistance in the development of cooperation of defense enterprises of Ukraine with foreign partners».

Secretary of the National Security and Defense Council Oleksandr Turchynov expressed his conviction that the relevant Decree “will significantly increase the defense capability of our state and give impetus to the development of the Ukrainian defense industry”.

“The decree destroys a long-standing monopoly of state special exporters. According to the decision of the National Security and Defense Council, Ukrainian manufacturers of defense products, weapons, military equipment have the right, without any intermediaries, to export products of their own production “, – said Oleksandr Turchynov during a briefing devoted to the signing of the Decree.

He also emphasized that the advantage of importing military products to Ukraine is provided by direct contracts without intermediaries.

“The Ministry of Defense of Ukraine and other law enforcement agencies will be able to procure weapons and military equipment outside of Ukraine, provided that it is provided for by the state defense order and the relevant equipment and weapons are not manufactured in Ukraine,” said Oleksandr Turchynov.

In accordance with the decision of the National Security and Defense Council to effectively provide the Armed Forces of Ukraine and other military formations formed in accordance with the laws of Ukraine, arms and military equipment of foreign production, as well as to promote the development of cooperation of defense enterprises of Ukraine with foreign partners, the Government should develop and submit for consideration by the Verkhovna Rada of Ukraine Draft Law of Ukraine on Amendments to the Laws of Ukraine “On Foreign Economic Activity”, “On State Control over International Transfers of Military Goods

The secretary of the National Security and Defense Council informed that active work with the Cabinet of Ministers and specialized committees of the Verkhovna Rada is under way to remove at the legislative level any restrictions on the privatization of state defense enterprises, as well as to facilitate attracting foreign direct investment into the defense industry of Ukraine.

“These measures to liberalize foreign economic activity of Ukrainian defense industrial enterprises will considerably increase their positions and prospects of development, their competitiveness and efficiency,” he said, but said that it was not a question of weakening export controls in the area of ​​defense industry, which will comply with all international obligations of Ukraine.

Oleksandr Turchynov also stressed that these regulatory changes would significantly save budget funds and “make the process more transparent and more efficient”.
