There can be so formed special exporters price overstating it so that our production is not competitive. Must allow private companies to form the same price and produce the required payments to the state treasury for foreign trade. And it turns out that we are negotiating but can not determine the price to a potential customer, because for us it makes special exporters.
One more thing – exhibition activities. It happens so that areas that we offer sometimes in DC “Ukroboronprom” to participate in the exhibition, at a price much higher than they are in direct organizers. But this is not normal. In general, our relations with government agencies can be called constructive. However when it comes to domestic law enforcement agencies with which we work in practice in each of them has its own characteristics of building relationships.
In the case of the Ministry of Defense, then, in my opinion, the whole system that survived the Soviet era, quite fulfilled and, in principle, aimed at obtaining high-quality results. At the same time, some points require some adjustment in view of current realities. For example, the mechanism of development of new models of weapons and military equipment showed its incapacity to practice. It should move in the direction of change, minimizing, for example, the contribution of the state in the early stages of development, but providing guaranteed purchase if achieving the tactical and technical characteristics.
Furthermore, it should understand and realize that private companies are very different in nature from the public, and this must be considered when forming the relationship between the state and the private sector. For example, pricing methods applicable to public enterprises arms manufacturers, in my opinion, not acceptable for private companies. It’s one thing when the state buys their same business, and quite another when purchased by private development companies set up their own money in the proactive manner in which the state has invested nothing.

Our company has made significant efforts to establishing the “League of Defense of Ukraine». Now, in the first stage, “League” unites incorporates leading Ukrainian enterprises and organizations of private ownership, which primarily profess the same values. However, the number of participants increases, given the fact that there are challenges that are the same for all: for heavy, medium and small companies that are trying to build a business in the defense sector. It is actually difficult. So now just talking about the formation of new standards, public-private partnership in the defense industrial sector; improving internal cooperation, and actually help each other. Platform “League” has become a reliable basis for this.
There is a clear understanding of perspectives. Our private companies must make significant proportion of the domestic defense industry because of their degree of mobility, flexibility, creativity, much higher than most government enterprises. In Ukraine model of interaction between law enforcement and government agencies and private companies involved in the development and production of arms and military equipment just created. There are a number of systemic difficulties and obstacles, the elimination of which requires qualified and discussion and preparation of necessary decisions and recommendations. The current legal framework of Ukraine in the field of defense industry and military-technical cooperation today is seriously behind the present realities in the country. There was a difficult situation in the implementation of the constitutional rights of economic entities regardless of ownership to be on equal footing in its activities. Instead, there is a monopoly that prevents normal development of the industry.
In particular, there are a few key points. First, the regulatory level the state has no right to support private companies in terms of pre-production sample of a weapon or equipment. At the same time such an opportunity for public enterprises. Secondly, in order to enter the global market, private companies need to go to a direct competitor DC “Ukroboronprom” with him negotiate the right to negotiate, the right to exhibit a particular price, and ultimately agree to sign a contract. This is against the background that the country has a national system of control over non-proliferation of weapons. Have the relevant authorities. This should be a function of the state, not “Ukroboronprom” or special exporters.

So the current system of military-industrial complex, hampering development, it does not allow the first armed forces as soon as possible to get the highest quality standards of armament or military equipment at the lowest price.
