“Despite the existence of an appropriate document of the Cabinet of Ministers, which permits the rate of profit for products supplied in the framework of the State Defense Order to OPC enterprises, private and state enterprises,” up to 30% “, in practice this figure is unattainable, since the internal orders of the MoJ do not allow more than 20% profit. These instructions are not registered in the Ministry of Justice, but they are the main document on which we work with the Ministry of Defense and give out products “, – the interlocutor of the agency believes.
“Moreover, – said Koshevaya, – these instructions are based on all participants of the State Defense Order – the military reception, procurement department, the same military prosecutor’s office. Unfortunately, this approach does not allow the enterprise to modernize production, to master new technologies. It is impossible to attract credit for these purposes – the Ministry of Defense does not pay interest on loans. Foreign investment such rate of return is also inhibited. As a result, we have stagnation and degradation – funds are getting older, equipment is not updated, the cost of the final product is growing, making it not only morally obsolete, but also uncompetitive.”
