For the implementation of armed exports, the defense enterprise should create an internal export control – the director of the STC

«Each defense enterprise that wants to export dual-use goods or military purposes should establish an internal export control service.»

This was stated by Alexander Seaver, director of the Scientific and Technical Center for Export and Import of Special Technologies, Technologies and Materials (STC), in an interview with the “Defense and Industrial Courier” news agency. He added that this service provides for the implementation of a clear algorithm for identifying goods and preventing violations of the requirements of the legislation in the field of export control.

Sever explained that the next step is to register the goods at the State Export Control Service of Ukraine (now this entity is subordinated to the Ministry of Economic Development and Trade of Ukraine) and obtaining a permit for the sale of goods abroad.

According to the experts of the STC, the establishment of services of internal affairs export control at the enterprises of defense industry is one of the most important issues for enterprises, which in turn is a mandatory requirement when registering a company in the State Export Control Service of Ukraine. The presence of such a service at the enterprise greatly simplifies and reduces the procedure for obtaining documents allowing the export of a product.

The STC is a non-governmental organization in the system of export control of Ukraine, the main task of which is to provide advisory and methodical assistance to export control subjects of foreign economic activity, as well as to facilitate the effective foreign trade trade of enterprises. The STC also helps businesses to trade in dual-use goods that are not subject to state control.

According to the director of the center, the STC is studying international experience in the field of export control, non-proliferation of weapons of mass destruction, the fight against terrorism, analyzes international and national problems in the field of non-proliferation and export control, investigates and recommends effective methods of work of internal affairs export control units at enterprises. Also, the STC has considerable experience in organizing and conducting business and educational events of various levels and scale – presentations, seminars, conferences, round tables, educational programs. Among the customers are the Swedish Radiation Safety Agency (SSM), the Argonne National Laboratory of the US Department of Energy, the Federal Office for the Economy and Export Control of Germany (BAFA), the Commercial Law Development Program (CLDP) of the US Department of Commerce.

Among the works of the STC are the publication of the Commentary to the Law of Ukraine “On State Control over International Transfers of Military and Dual-use Goods”, “Export Control Manual of Ukraine”, the textbook on export controls of Ukraine for higher education institutions of Ukraine and the “Export Control Bulletin” journals and “Security and non-proliferation”.

The STC organizes, on a permanent basis, conferences and seminars on issues of export and import of dual-use goods for the defense industry enterprises, at the end of which questionnaires and acquaintance with offers and wishes are conducted. All collected statements are summarized and submitted for consideration to the State Export Control Board. Also, the STC maintains partnerships with other state institutions of our country, in particular with the Ministry of Economic Development and Trade of Ukraine, the Ministry of Foreign Affairs of Ukraine, the State Fiscal Service of Ukraine, the Diplomatic Academy under the Ministry of Foreign Affairs of Ukraine, the Institute for Nuclear Research of the National Academy of Sciences of Ukraine and others.
