On October 3, the National Technical University of Ukraine «Igor Sikorsky Kyiv Polytechnic Institute» hosted the meeting of the ex-head of DARPA Dr. Anthony Teter with the Head of the Board of the “League” O.N. Vysotsky and the Rector of NTUU KPI M.Z. Zgurovsky.

Dr. Anthony Teter is the ex-head of the Advanced Advanced Research Projects Agency (DARPA). This is one of the most influential units of the US Department of Defense. Its goal is the development of fundamental innovative technologies, primarily in the defense industry. The Agency’s global mission is to preserve the technological leadership of the United States in the world. Now DARPA sponsors the creation of autonomous flying devices, robots, technology in genetic engineering, biomechanical prosthetics and other technologies that can be used in the military sphere. In the work of a lot of incredible projects, ranging from synthetic blood and finishing with the manufacture of matter, capable of changing shape.

In August 2016, Teter became the first foreign adviser to the state concern Ukroboronprom. He oversees the creation of an analogue of DARPA, the Ukrainian Defense Research Agency, which should be earning in early 2018. Its goal is to become a platform, uniting developers, start-ups, investment funds and military.

Mr. Teter gave an exclusive interview to the correspondent of the portal www.liga.net:

How can you assess the progress of the Ukrainian defense sector over the past 3-4 years?

– I have the impression that now the whole industry is working to fight the consequences of the hybrid war. At the same time, Ukraine does not yet look forward to what kinds of war may be in the future. The reason is that there is no such organization that could look to the future, create the future and predict it. When it appears, industry representatives will be able to get support and funding ideas that will solve the problems of the distant future.

Remember that Ukraine was directly involved in the creation of ARPA (the original name DARPA. – Ed.). Sixty years ago, a satellite of Earth was launched – it was developed by Ukrainian engineers. The satellite was launched on a rocket, which was also developed by Ukrainian engineers. This surprised the US so much that the president decided to create ARPA.

– Have you seen new samples of military equipment manufactured in Ukraine? What do you think about them?

– Ukraine is well producing unmanned complexes and is progressing in this aspect. Their use equalizes your strength in the war with Russia.

– The military budget of Russia – about $ 24 billion in Ukraine – $ 2.5. How can Ukraine resist the aggressor with such a difference in the financing of military programs?

– In fact, their budget extends to a wide range and the entire geography of the world, so it’s wrong to say that all this money goes to Ukraine. But I do not know exactly which part of their budget goes for these purposes.

– Exchange of technologies between Ukraine and the United States. How can we be useful to each other?

– Ukrainian engineers are world famous for their abilities. Almost all types of weapons (which created the big problems of the USA), developed in the USSR, are of Ukrainian origin. If an organization such as GARDA is created, Ukrainian engineers will be able to direct their creative abilities. I think good ideas will be generated there, although I do not yet know which ones. If I say that it will be, it will be a fish, and you must learn how to catch it yourself.
