Chairman of the Board of the «League» Oleg Vysotsky: Situation with the Deputy Minister of Defense of Ukraine Pavlovsky halts the process of rearmament

«The lack of a part of the deputy defense minister of Ukraine on arms and, in particular, the uncertainty of the fate of General Igor Pavlovsky (deputy minister of defense Igor Pavlovsky from October 12 is under the round-the-clock house arrest – Ed.) Significantly impedes the process of rearmament of the Armed Forces of Ukraine and other armed formations» – Oleg Vysotsky, the chairman of the board of the League of Defense Enterprises of Ukraine, said in an interview to INTERFAX agency.

According to him, the result of such a situation was an increase in the deadline for making decisions on the advance of procurement and development of weapons and military equipment (VT) and the corresponding permits for payment, since the Deputy Minister of Defense of Ukraine on arms is assigned this task and it requires additional substantiation, documents, time for decision making, etc.

Oleg Vysotsky noted that, in addition, the time of signing of the initial documents, in particular, concerning changes to the state defense order (DOS), has considerably increased, since the Deputy Defense Minister of Ukraine himself had personally signed these documents with the Minister of Defense of Ukraine, and on At this time the signing period is “set by order” of 3-4 days and so on.

The Chairman of the Board of the League is sure that the work coordination between the military and defense enterprises is being slowed down as the Deputy Defense Minister of Ukraine, in particular, was the coordinator of the work in the Ministry of Defense of Ukraine and personally gathered meetings with the enterprises executing the DOS, issued joint decisions to resolve the problematic issues, formed a cooperation, set a task, etc., in particular, it concerns the production of armored vehicles, armored vehicles, the construction of combat boats, etc. at a fairly high level. In addition, the chairman of the association of private defense enterprises points out that the Deputy Minister of Defense of Ukraine personally directed measures to expand the production of ammunition at the funds of the Ministry of Defense, at the moment it is being slowed down.

Mr. Vysotsky reminded that in October 2017 the financial resources of the Ministry of Defense increased by UAH 1.4 billion, and included new measures that require efficient and rapid management decisions, in particular, regarding the issue of ammunition. “Without a person who is” in a topic “and has a high position, there is a real threat to the effective use of funds by the end of the year”, – considers the industrialist.

As you know, on October 12, 2017, the court in Kiev elected Deputy Minister of Defense Igor Pavlovsky a preventive measure in the form of round-the-clock home arrest in connection with suspicion of involvement in the expropriation of 149 million UAH during the purchase of fuel for the Ministry of Defense of Ukraine.
