Ukraine urgently needs to resolve the issue of establishing its own certification base for armaments and military equipment – it is a matter of preserving the capabilities of the Ukrainian defense industry, both in foreign markets, in the long run and in its own market. This was stated during the meeting with the Vice Prime Minister for European and Euro-Atlantic integration of Ukraine Ivanna Klimpush-Tsintsadze, Chairman of the Board of the League of Defense Companies of Ukraine Oleh Vysotsky, chairman of the Board of Directors of the NGO “Practika”. According to him, it is beneficial to the state and will bring its defense industry and the Armed Forces closer to the transition to NATO standards.
In particular, Oleg Vysotsky noted that now the certification of NATO standards in foreign certification centers is too expensive procedure, which is not suitable for the overwhelming majority of Ukrainian defense industry enterprises. Mr. Vysotsky positively appreciated the creation of the State Research and Test Center of the Armed Forces of Ukraine, the State Institute for Testing and Certification of Arms and Military Equipment, but noted that the equipment for testing has not yet been pinned to the state. In this regard, the Chairman of the “League” Board asked the Vice Prime Minister of Ukraine to facilitate cooperation in this area with Ukraine’s partners in NATO and the EU.
“If Ukraine can not create its own certification base, since 2020 domestic producers may lose their own Ukrainian market as the Ministry of Defense and other state customers will be forced to buy imported products,” summed up Oleg Vysotsky.
According to IA “OPK”, for the purchase of test equipment this year, the State Institute for Testing and Certification of Armaments and Military Equipment allocated about 300 thousand UAH. Experts believe that if such resources are to be allocated in subsequent years, Ukraine will not be able to create a test base for the next 10 years.
