
Group MPs during a meeting with the leadership of the League of defense enterprises Ukraine expressed readiness to support the efforts of civil society organizations to enhance the upgrading of the Armed Forces and other armed forces of the state. Thus, for the support expressed Chairman of the Verkhovna Rada of Ukraine on Industrial Policy and Entrepreneurship Victor Galasyuk and his first deputy Maxim Efimov, Chairman of the Subcommittee on Industrial and Investment Policy Committee of the Verkhovna Rada of Ukraine on Industrial Policy and Entrepreneurship Alexander Dubinin, Deputy Head of the Permanent Delegation the Parliamentary Assembly of NATO member Ukrainian part of the Inter-Parliamentary Council Ukraine-NATO Oleksiy Skrypnyk, representatives of the Verkhovna Rada of Ukraine National Security and Defense Irina Freese, Taras Shepherd and D. TIMCHUK and chairman of the Subcommittee on the organization of the Verkhovna Rada of Ukraine, the Verkhovna Rada of Ukraine for Regulation and Organization of the Verkhovna Rada of Ukraine Pavlo Kyshkar. However, representatives of Parliament designated that will support the initiatives of the League, having gosudarstvennichesky character. Yes, Alex Skrypnyk said that the activities of the League should be directed at solving the problems of all defense industry of the country, not just companies-members of the League. Also by MPs voiced certain requirements and, in particular, Alexander Dubinin called for greater specificity in dialogue between the parliamentary group and determine priorities for the decision. The head of the subcommittee on social and legal protection of servicemen and their families of the Verkhovna Rada of Ukraine on National Security and Defense Council Andriy Teteruk said that before defining its position considers necessary in view structure and strategy of the League.
Chairman of the Verkhovna Rada of Ukraine on Industrial Policy and Entrepreneurship Victor Galasyuk spoke in favor the expansion of cooperation with the League, adding that parliamentary oversight of the scope upgrading can be an important factor in organizing and creating a systematic approach to solving the existing problems. “We need to reconcile the interests of private enterprises vector of the defense sector with the interests of the state military and industrial issues”, – said Head of the Committee.
Many MPs spoke about the need for a government agency to develop military-technical policy and coordination of all enterprises of the defense industry of the country, and O.Skrypnyk said that such a body should obey the first deputy prime minister who cares of defense within distribution of powers in government. M.Yefymov also highlighted the creation of a sustainable competitive environment between private and public enterprises, and T.Pastuh added that there is a need for the creation of the planning system to adequately respond to challenges from developers and manufacturers of weapons and equipment. D. TIMCHUK considers necessary among other things to raise the question of the existence of a form control “Ukroboronprom.”
In response, CEO Valentin Badrak Lila said that UEFA has constructive communication with all statesmen specialized agencies, especially with the leadership of the Defense Ministry and NSU, the Ministry of Economic Development and Trade of Ukraine, SC “Ukroboronprom” and others. He advocated that more than 90% of the problems that now seeks to solve League and asks for help from a group of MPs affects all domestic enterprises, regardless of ownership. “In particular, DC” Ukroboronprom “has the same problems as private companies – members of the League,” he said, adding that appropriate parliamentary control and prevent the abuse will not introduce “fake” projects in the defense industry.
Member of the League Rostislav Smuk (general director of emergency “SPPE” Sparing-Vist Center”) stressed on the need to make the legislative level the issue weapons and equipment procurement after the adoption of products for service state that is vital law for all businesses. He cited an example where a private “SPPE “Sparing-Vist Center” is adopted for 16 products, supplies them to 81 countries, and for the Ukrainian army, they almost purchased.
