League stands for clearer guidelines for the defense industry of the General Staff of the Armed Forces

Defense industry, including its private segment requires a clear reference of the General Staff of the Armed Forces of the intentions to buy arms and military equipment (IWT) to facilitate the development and expansion of production. This was the director of the Center for Army, Conversion and Disarmament (TSDAKR) Valentin Badrak during a speech before the leaders of the Armed Forces of Ukraine (AFU) February 21, adding that serves also as member of the board created by combining League defense enterprises of Ukraine ( League). He said UEFA has today includes three dozen private defense companies and is committed to closer interaction with the leadership of the Armed Forces and other armed forces of the state.

Speaking of the defense industry need guidance from the General Staff, the head TSDAKR cited examples where businesses are willing to invest and develop new production, but have no guarantees for future procurement of weapon systems. In particular, such a situation, he said, concerns increase production of unmanned aircraft systems (BAC) and the creation of a state boyeprypasnoho modern foreign production technology line sizes from 12.7 to 30 mm.

Badrak on behalf of the League is convinced that secrecy state defense order (DOZ) is unreasonable and substantial harm to creation of competitive environment and encourages lack of accountability and abuse. As examples cited head of the analytical center purchase vehicles abroad and Saxon BAC mini-class cars and “should” in the engineering company “Ukrainian armored vehicles” without own production and even in the breakdown of the previous contract. According to him, 95% of the range of weapons and equipment in 2016 were purchased within the state defense order (DOZ) without competitive procedures. The expert suggested that the General Staff of the Armed Forces development and implementation of common methodologies for assessing weapon systems, especially foreign, including with the involvement of the private sector and non-defense industry experts.

Overall, Badrak acknowledged improve the quality upgrading, but called for changes in the military-technical policy with an emphasis on modern high-tech combat systems. According to him, still remained a number of negative trends: chaotic importyzatsiya low level of military-technical cooperation with foreign states and restraint western countries to provide technology and sale of components, flawed approaches to military acceptance of IWT, unequal conditions for private enterprises OPK and disadvantages of public -pryvatnoho partnership. He also suggested the League on the feasibility of launching the process of creating designs and high-tech weapons systems on the basis of the project approach – through public tenders announcement to a recent sample for a specific financial resources.
