The main topics of discussion were the liberalization of the internal market in defense products and dual-use products, improve the legal framework for the production of defense products, cooperation of small and medium businesses and enterprises of the military-industrial complex, simplifying procedures exports.

Yuri Brovchenko said: “The Ministry seeks to create a platform for effective collaboration between the private sector defense industry and the state. We are open to cooperation and discussion of all of our initiatives. Now, for example, the draft law “On the creation and production of weapons, military and special equipment” to work together that we call. A number of mechanisms already running, they work and prove their effectiveness – such as sovereign loans. “

Yuri Brovchenko also called on businesses to join the work within a National Register of import and cooperation.

Also, in a joint session, “League of Defense of Ukraine» was suggested recommendations to improve the system rearmament of the Armed Forces and other military formations of Ukraine:

2. 3. It is necessary to solve the problem with free access to private defense companies to foreign markets. It is necessary to cancel the provisions on the coordination of prices. The solution to this problem is possible by the Law on military-technical cooperation (MTC) Ukraine with foreign countries, with a clear indication that provision.

4. It should simplify RCM (cash-calculation materials) in the future – the elimination of RKM when participating in tenders several manufacturers and equipment. The solution to this problem may be the passage of the creation and production of arms and military technology (IWT) or CMU.

5. Relevant is the adoption of the public-private partnership, which clearly stated p.2,4 provisions and the provisions on compulsory payment of royalties IWT enterprises and developers the possibility of opening to private enterprise research and development (OCD) – currently provides only for state enterprises. 6. You must create a state competitive conditions for enterprises of all forms of ownership, and provide adequate protection for private investment, including foreign investors.
