However, the main goal of the exhibition is much deeper than simply presentation of the defense capability of the Ukrainian army. According to the head of the Center for Army Studies, Conversion and Disarmament Valentin Badrak, the state should change the rules of the game in the field of military-technical cooperation, which have not changed since 1994, since the signing of the Budapest Memorandum.

– Today we are faced with the situation when the war broke all these agreements. Ukraine remained alone with the enemy, and we had a stormy surge in the development of new technologies and new opportunities. If earlier we had about 30 defense enterprises, today – more than 150. This is a very large potential. Today we want to draw attention to the private defense sector and state that the rules of the game need to be changed, – the military expert said.
Valentin Badrak believes that it is possible to increase the potential of Ukraine’s defense sector by liberalizing the private defense market, which will allow private companies to freely enter foreign markets. Today, all Ukrainian defense products are exported exclusively through state-owned Ukroboronprom and Ukrspetsexport. Moreover, the cost of goods is consistent with the state, therefore Ukrainian products are not competitive on the international market.
– Today there are opportunities not only to sell equipment, but also to enter military technical projects with Western partners. As Ukroboronprom recently reported, today in the foreign markets in this sphere revenues of $ 725 million were received. We counted the potential of the state, including the private defense sector, which will be given free opportunities – profits in the defense sphere will automatically increase to $ 3 billion, “said Badrak.
Today’s situation already has some negative consequences, which are the outflow of new technologies from the country. Some Ukrainian enterprises build production capacities in other countries and sell products that could be exported from Ukraine. In this case, our state loses both technology and money.
