
To organize a successful military-technical cooperation (MTC), the parties have to be consistent, and private defense companies should get free access to the world arms market. This was stressed by Director of the Center for Army, Conversion and Disarmament (TSDAKR) Valentin Badrak during the international debate “International cooperation in the defense industry: Challenges and Risks” in the presentation TRUMAN Agency and the Institute of World Politics quarterly analytical material “Audit of Ukraine’s foreign policy. Index relations. ” In his speech he stressed that now also as executive director of the Public Union presents “The League of Defense of Ukraine», which has more than three dozen companies and a wide range of technologies and weapons.
Talking about the sequence Ukraine in the field of military-technical cooperation, executive director of the League of defense enterprises of Ukraine noted that Ukraine sometimes shows inability to execute decisions already taken constraining partners. In particular, according to him, it happened when the presidents of Ukraine and France in 2015 an agreement was reached on a number of projects, and including purchases of a communication of the French company Thales and the organization of their production in Ukraine, but in the end the military Office of Ukraine has another choice. “So also today, the Ukrainian side agreed on a project with Turkey, including complete transfer of technology for the production of communication facilities in Ukraine, but, unfortunately, there is reason to speak of braking power to implement this decision.” Badrak added that another State knowingly putting pressure on the Ukrainian military and political leaders to review the terms of existing contracts and the imposition of the new concept, of course, the government wants to be a supplier of such technology. The expert is convinced that Ukraine, which actually loses France as a powerful partner in the field of military-technical cooperation, confirming rejection Paris on 18 April to conduct a joint Ukrainian-French commission on military-technical cooperation, and to lose Turkey and become unpredictable, unreliable partner in MTC.

However, Badrak said, “you need to Western partners clearly aware that direct arms exports to Ukraine – is not the best idea.” He explained that in addition to the western limit export legislation should take into account the “restraint” of the Ukrainian government on this issue. He also said that “many” in Kiev is afraid that “too high” imports during IWT started rearmament “can be a threat to the Ukrainian defense industry.”
